How to Read This Ranking
This is not an official government ranking. It is a business opportunity index based on five factors: rooftop solar subsidy (central + state combined), PMFME and PM-KUSUM implementation depth, MSME solar incentives, state solar policy quality (SARAL index and RE target achievement), and overall ease of doing business for solar projects. Each state is evaluated across residential, MSME/C&I, and rural enterprise dimensions, recognising that different business types find different states optimal.

Uttarakhand's Mukhyamantri Saur Swarojgar Yojana (MSSY) is the most underrated solar entrepreneurship scheme in India. It provides 30–50% capital subsidy for 20–200 kW solar power plants on barren land — with a 25-year DISCOM PPA at ₹4.64/unit. No other state offers anything comparable for solar enterprise creation.
States Just Outside the Top 10: Worth Watching
Maharashtra has the third-largest MSME base in India and its MAHADISCOM net-metering policy is strong — but the absence of a residential top-up and limited new MSME solar scheme activity keep it outside the top 10 on this index. However, the combination of high industrial tariffs, large flat-roof availability, and the PMFME programme makes it a strong candidate for C&I and food-processing solar.
Rajasthan leads nationally in PM-KUSUM Component A deployment (3,000+ MW) and has some of India's best solar resources. For solar farm developers and Component A land-lease models, it would rank first. For residential and MSME, its limited top-up and conditional subsidy structures hold it back.
Tamil Nadu has strong C&I solar adoption and TANGEDCO's rooftop policy is relatively business-friendly, but the lack of residential subsidy and state MSME grants limits the overall score on this index.
The EVBooth Angle: Solar + EV Charging as a State-Specific Opportunity
Goa stands out for the EVBooth Cafe Charge model specifically. The combination of high-income tourist footfall, hospitality sector appetite for green credentials, GEDA's solar capital subsidy, and the state's developing EV tourism infrastructure creates the most favourable environment in India for solar-EV hospitality charging hybrids. Uttarakhand's hill tourism circuit offers similar but earlier-stage opportunity. Karnataka and Gujarat's urban C&I markets represent the highest-volume B2B solar-EV charging opportunity for commercial hubs.
